It has a long cool down but you can get upgrades to wear you can use it consistently near the end of the game. Personally, I would make it a mid-game item/ability (maybe you get it after 2 or 3 dungeons). It was last scene in a 3D Zelda in Skyward Sword as the Clawshots. The Zelda franchise of course has its iconic Hookshot, although Wind Waker had both the Hookshot and a traditional grappling hook.
